Illinois already owes billions in overdue payments to state vendors and now is behind in payments to a state university.  According to the State Journal-Register, Western Illinois University is still waiting for a payment for the current fiscal year, which started over six months ago.  Currently the University is drawing funds from tuition, but it is expected to run out in a couple months.  At this point in the fiscal year, the University should have already received $37 million of the $53 million allocated by the state.  It has received zero.

Illinois’s inability to control spending is beginning to hurt core services, such as higher education and may soon adversely affect other services as well.  Check out the Institute’s Spotlight on Illinois’s late payments to vendors for more on this topic, and also, see the Institute’s Budget Solutions 2011, which provides a plan that would control and prioritize government spending and avoid delaying payments to vendors and education institutions.
