Thanks to union expense reporting requirements and the accessibility of the Internet, we can get a glimpse into the compensation packages of top union officials in Illinois.
Unions are required by law to file annual “LM-2” financial reports with the United States Department of Labor’s Office of Labor-Management Standards (OLMS). According to a review of the disclosure database on the OLMS website, there were 102 union employees and officers in Illinois who grossed over $150,000 in base salary for fiscal year 2008.
They include:
• Charles Anderson, Secretary-Treasurer of Painters AFL-CIO District Council 30, earned a base salary of $233,754 in 2008. The average Illinois painter earned $45,770 in 2007.
• Thomas Burek, President/Business Manager for the Sheet Metal Workers AFLCIO Local Union 73, earned a base salary of $240,881 in 2008. The average Illinois sheet metal worker earned $53,350 in 2007.
• Kenneth Boyd, President of the Food & Commercial Workers Local Union 1546, earned a base salary of $189,192 in 2008. The average Illinois food preparer earned $19,400 in 2007.
• Martin Umlauf, President/Executive Secretary Treasurer of Carpenters IND District Council 0, grossed $296,846 in 2008. The average Illinois carpenter earned $55,760 in 2007.

Why is the Illinois Policy Institute compiling this information? Union financial disclosure could be on its way out. According to a report from National Review, “the Labor Department seems intent on ensuring that union members know as little about how their union spends their money as possible” by rescinding a more detailed version of the LM-2 disclosure form and underfunding the Office of Labor-Management Standards. We wanted to ensure this information remained accessible.
